  1. Canadian law is going to be a bit difference, but I have no idea how this was ever legal in the US. It's pretty blatantly a violation of the constitution and due process rights of the individuals. I would assume that Canada, as well as most other modern free nations, would have some equivalent to say that the government can't just take people's properties without some sort of process and/or payment.

  2. TBH, I'm not sure why it's so focused on cash other than that the police want to keep it. Other than that other assets are harder to liquidate.
