  1. So, kind of like how motorcycle license plates have been done here for years. I'm not entirely sure how that got started, but I suspect that it's because it rains and motorcycles don't have a rear window to display the paper plate. But, I've also noticed people riding around in cars where the window is tinted and you can hardly see that there is that printout in the window.

  2. Perhaps, but then you'd get pulled over and forced to show the paperwork for the car. It's not ideal, but how many people drive a car without plates out of state? T ypically that plate comes pretty quickly.
