  2. I think a good example of a prank where other people make it a problem was when the Cartoon Network put some LED signs up based on one of their characters years back. It pretty much shutdown Boston because they decided that these things were IEDs and needed to halt traffic in those areas. The advertisers doing that had no reasonable basis for expecting such a response. And as somebody with some bomb recognition training, the whole idea was laughable. They weren't large enough, and they were positioned to be seen, not to damage the infrastructure and could easily have been disabled without anybody's life being risked.
