  3. Yes. I do think that there should be a requirement that they actually follow you if they need that information. These trackers are lazy and collect far to much information in some regards. But, that doesn't tell you who wad driving.

  4. If you keep the device, I could see that being an argument for theft. That could be conversion. Still it seems rather thin.
