  1. Yes, but sadly when it comes to traveling, they don't recognize the right to travel without illegal search and seizures. So, you get these blatantly unconstitutional requirements like photo ID to board a plane, overly intrusive searches of people's own bodies to get on a plane. I remember when I first started flying, we were allowed to have knives. My Dad would regularly bring a knife on the plane and it wasn't exactly hidden, he'd put it into the tray while going through security. Not to mention the blatantly unconstitutional no-fly list where there isn't even a right to know if you're on the list, let alone a legal process by which you can challenge and get yourself removed. I know people "on the list" because they have a name that matches somebody else on the list. And then you get these BS cases where it's rather clear that the state has a reasonable regulation.

  2. IIRC, there's no requirement in WI to have a driver's license to operate a tractor on public highways. So, if you really want to drive without a license, that would be it. But, tractors aren't exactly the fastest mode of transportation and you'd just about be better off just walking. Also, I don't think that includes all highways, you wouldn't be allowed on the interstate like that.
