They chalk the tires because in some places you're not allowed to keep continuing to feed the meter, so simply seeing that the meter is currently showing time left, does not automatically mean that the car is parked there legally. Without the chalk, it's tough to know if the car has done that. I don't personally agree with the practice, but meters are commonly used to keep people moving, so that there is a parking spot for people, rather than having somebody camped out there all day.
