  1. I've been saying for decades that poverty needs to be targeted before racism if you want to make any progress on the issue. The lack of help available to poor whites gives a fig leaf to racists that use it as an excuse for blaming immigrants and people of color. But, if you ensure that anybody at the bottom is being taken care of, any remaining issues with racism are not going to generate the same level of angst and motivation to fight against it.
