  1. No, it shouldn't, the public wants all sorts of things that may not be good policy. The legislators should be enacting policy that in their view best serves the interests of the voters, whether or not the voters agree. Running things on the opinion of the voters is generally a losing strategy as even if you vote the majority on two issues that enjoy 60% support, you've still got up to 40% of the voters that didn't get what they wanted. And with each issue, that just grows. Then there's the times when outside interests convince people that they want something they don't actually want. For example, all those people who were brainwashed into thinking that they don't need or want medicare for all.
