It's not anywhere near as large a difference as you're making out, and most of the difference can be accounted for by home environment. In most cases, the difference in "aptitude" has little to do with aptitude and simply how much exposure the student has to related material. In the case of math, I was always going to be good at math despite having multiple learning disorders because I came from a household where both parents used at least arithmetic on a regular basis and would talk with me about it. Exposure and interest are far greater influences over ultimate ability than anything else.

@jameskearney4100 Because there wasn't enough left to do with equality. Equity can be done permanently, but there just wasn't enough of a difference to justify further efforts on behalf of equality. For the most part, they are already getting an equal education, it's just not equitable.

It's worth noting that the gifted programs were a massive mistake and never should have been created in the first place. The main issue is that the students in those classes aren't appreciably more able than those that don't make it in, and in many cases the decision is made at such an early age, that they're just the students that develop early. Once in the program, it can be virtually impossible to flunk out of it. A better model is really something along the lines of honors classes, where students can be included on a subject by subject basis and still have most of their classes with the rest of the student body.
