  1. No, there are several ways that authoritarians control the elections. One is to control the people who are allowed to run, this is the case in Iran and to a large extent in the US where you need the support of a party to run. You can control who does the counting, so that even if people do vote for people the people in power don't like, those votes don't count at all, or are changed to somebody supportive. Or, you can just dispense with voting completely. I think most people in the US don't realize just how much of our Democracy is gone at the federal level and how sick it is at the state level. It's not a matter of getting more people to vote, we need to have more options of people to vote for that aren't being suppressed by powerful party elites.
