Starting earlier is an advantage, but it's not like you can't get fluent later on, it's just a different path and a large part of the issue comes with just being that much more busy. In some ways, I have fewer issues with language learning now than I did when I was younger, just because I have access to materials that weren't available when I was younger. If I wanted German video, I was completely stuck with having to have an expensive tape transfer done or have a PAL TV setup to watch on. And I'm not even sure if there were any Mandarin materials at that time, at that time, the English being taught over there was mostly from recordings and that's about it.

@apveening That's mostly poor quality of education, which admittedly used to be fairly hard to teach due to not having the sort of electronic tools we have now for teaching pronunciation.
