@jaredoldhouser3301 It typically is illegal to change a waterway like that. The previous arrangement of stones was probably not legal either, but was probably put that way before the laws related to the more modern sense of what's permissible in the waterways were enacted. I'm not sure what the law is there, but even in much of the US you can't go around dumping large amounts of rock into a stream without an environmental review, commenting period and permit.

@bmint That's pretty much the norm in much of the world that the government owns the waterways regardless of who owns the land around it.
