  1. They will, my guess is that Blackrock probably already owns most of the closest realestate to the new exchange and has granted citadel some sort of preferred rates on those locations. That allows them to slam trades in more quickly and as such skim a bit off of a large proportion of the sales at a guaranteed profit the way they do with the NY exchanges. That alone would be evil and profitable enough to justify the inconvenience of setting up a new exchange.
