I'm in WA, and we don't have anything that trusting, but there are a number of places where the enforcement only comes around sporadically and if they don't see you, they wouldn't know if anybody is actually using the service or not. Typically, there will be something you put on your dashboard, or an envelope that goes in with the cash so they know who it's from and what it's for. I think that is largely inevitable when population density drops below a certain point, at least as far as some sorts of services.

  4.  @jimster1111  The one with the money in the receptacle is typically the one that counts, as that's where the money is. The one on the dashboard just lets them write the ticket before taking a look at the envelopes. Plus, it likely counts as fraud with additional charges for lying on a government form.
