When I was living in China the only tipping was in sectors that got a ton of foreign tourists or a token amount for a massage. It was roughly 16 US cents at the time, which even in China was more of a token amount and just in response to an unusually good massage. It was more or a way of communicating the compliment than about the actual money. In most restaurants if you tipped the server, they wouldn't show up at work the next day at all. I never did get an explanation as to why that was. People who don't experience what it's like to see a price and pay the price have no idea about just how much wasted mental effort goes into figuring out if you've got enough money to cover the cost.

@ohsweetmystery Try working such a job now, without tips, it's a tiny amount of money that you're not going to support yourself on. Waiters definitely do not make very much money unless the customers are generous with the tips.

@Bit01 IMHO, it should be illegal to list the item as a "delivery fee" unless it actually goes to cover the costs of delivering the food. In many cases, the delivery driver is responsible for their expenses and may receive $0 of the delivery fee. Really, in general, it should be illegal to consider tipping as part of the compensation package, the wages and benefits paid should be sufficient without any tips.
