A lot of it has to do with them being too cheap to have enough humans to sort through this stuff. And part of it is because they're gutless cowards that seem to cave to the smallest amount of pressure from advertisers. The current issue with invalid traffic and not having anybody properly responding to any of the affected channels speaks volumes about it.
