It is indeed one and a half million, not a million and a half, not sure why. But, you'd never say one million and a half and mean 1,000,000.5 as there's no situation where that's likely to be true. Measuring equipment that handles millions of things doesn't also measure halves. As a result, we automatically throw that one out as it's not going to be correct ever. If it happens to be correct, then people usually point out that they mean one million and a half of one. But, I've never heard that as the intended number as there's no circumstance where you would need to be that precise while still dealing with a million. And I'm guessing that most of the time it's not a precise figure anyways, more of an estimate.
