@ronweasley4096 I got the feeling he was just focusing on the parts that are the most relevant. The 400 pages are where he outlines the evidence and weighs his obligations. For us non-lawyers, the relevant bits are why he couldn't charge the President regardless of how much evidence there was of criminal activities and the attempts to obstruct justice.
