  1. It's like that in most parts of the world. It's difficult to create a learning environment where people learn specific things to pass the class. I learned my Mandarin mostly outside of classes and learned it based on what I needed to be able to speak.

  2. Language school isn't inherently useless, but having worked at a few, the issue is incentive. There's a huge incentive to give students what they want, which isn't necessarily to learn the language effectively. If students stopped giving money to schools that were in the business of handing out busywork, you'd find language schools would be much more effective over night.
