You can still buy battery containers with integrated testers. I think the issue is that nobody bothers checking batteries because most high drain devices have either moved to rechargeable batteries or have informative meters built in to estimate the battery life remaining.

People misunderstood the test. The test wasn't the battery, it's whether you wanted the battery to be good enough to get the reading you were wanting.

I think the reason that this went out of fashion is that devices generally included more reliable battery indicators for things that were expecting to run through batteries very quickly. I remember starting to see multi-segment LCDs on electronics popping up about that time to help customers know when the batteries were going to go bad. My portable CD player had one, but my Gameboy didn't give any indication of how long I had left that could be used to clearly indicate how long until I needed new batteries. Flashlights could go through batteries pretty quickly, but tended to dim gradually over time as the voltage dropped. Plus, there was an increase in quality rechargeable batteries about that time. Whereas the rechargeable batteries of the '80s were terrible, the ones by the late '90s were starting to get pretty good and if you were using a high drain device, you were probably using some sort of rechargeable battery rather than a regular alkaline one.
