  1. Maharashtra has been on top since several months. For a population of 12 crores the state has not even tested 2 crore people. Gujarat with half the population has tested 1.5 crore samples. And even UP has tested more than 2.5 crore samples ( it's still less, but positivity rate is way less than Maharashtra)
