  1. Of course masks work: but the thing is, people can't coordinate anything. Masks ONLY can cut down on transmission if you have social distancing procedures. All of these procedures were enacted too slow to even have any drastic effect. It was also useless, to prevent "problems", if the government can't roll back ineffective procedures, or procedures that are outmoded. [...]

The Head's overspecialised purview gives him the gist of things: all we need it better numbers, bro.   3. 'Not statistically significant' means that they can't objectively show how it'd be shown [evinced] to be used, as they are indicating, with the "pros" associated with them, by the CDC.
