You can't believe that a government is functional? you realize the biggest difference here is the massive size of the population, the land mass, the equivalent geography, and that they've consisted for longer periods, thru revolutions and ruin? They are just like any other State, in the sense of how they function...how they govern might be different: how the function is tantamount to how any State functions...thru creative destruction and appropriation.
