As far as the US getting some High Seas fleet battle cruisers I'd think a incomplete Mackensen or Ersatz Yorck that could be equipped with US machinery and US guns would be more interesting than a complete 11 or 12 inch bc with German guns and machinery. 14"/50s like on the later standards on a mackensen would definitely be more than a match for a Kongo
