  2.  @Alex-lm7cx  The answer is yes actually. Because as is often expressed "don't take the law into your own hands". Militias aren't a thing in the UK. If ordinary people can't have a locking pen knife in public how is a 2 foot machete ok. The answer is clear, two tier policing.
