A drone is just a cruise missile with a weak engine. Or a cruise missile is just a drone with a warhead. Many American target drones were made from surplus missiles with warheads removed. So, yeah, the V-1 could be called a drone.

@mstevens113 Drones do not have to be under operator control. The US has used dozens of types of drones for the past 60 years that were often preprogrammed, particularly target drones. For one example, the Talos naval SAM was designated a missile if it had a warhead and was guided to a target; the exact same Talos was designated as a drone if the warhead was removed and it was used as a target.
