Yeah, got the same problem leaving (long term (several years) but not permanently - I may visit occasionally every few years and may one day retire in Australia), can't even leave for long term work even though I have a passport from a EU Schengen country. Just lost that job opening - so no point leaving at the moment; the exemptions that supposedly exist are a joke. They were only granted at the beginning of the border closure - they literally aren't worth applying for as they just get refused at the moment. One of my colleagues applied then got refused, reapplied a few weeks later with the same legitimate detailed info and got refused again even though his reason was listed as being appropriate to apply. The EU are opening their external border from the 1st July 2020. Australia however seems dead-set on continuing the descent into communism and the USSR's iron curtain style approach, the place is so good you can't ever leave. The Australian border doesn't seem like it'll open (for people to leave) before March 2021 if ever! Also, trying to escape Australia is currently a jail-able crime thanks to the virus according to the Home Affairs website - so don't try to swim away. I can understand them not wanting to let people in but to prohibit people who are wanting to leave long term and can't be refused entry to another country (by being a citizen of it), it straight up fascism.

@bradnomad1011 Unfortunately that only applies if the majority of the previous 12-24 months show you as not being in Australia on the border systems.
