A Polish citizen can live anywhere within the Schengen Zone without any restrictions and the EU. However, once you're in the one country for 3 months, you must register your presence/residence. The time limits only apply to tourists. FYI, Poland has an exit tax so don't get into their tax system if you can help it.

EU, because the EU exists outside of continental Europe and there are a few tax havens within the EU (within Schengen) but outside of continental Europe. Also because the EU doesn't have citizenship based taxation and you only need to be subject to one of the Schengen countries to do so, you're not stuck to one single country, you have choices thanks to Schengen.

Look into the EU tax havens - they're part of the EU's Schengen Zone countries but are not located within continental Europe. Hint: There's two French tax havens (one makes you pay taxes for a bit then none other than social contribution, the other has no taxes and no social contribution). Consider becoming tax resident in such a place then holiday around the world (or around Europe) for cheaper cost of living and to see and do things without going bored but return home to maintain your tax residency.
