Then they'll continue to do as they've been doing recently - making it very hard to do so. Also note that just because you pay the fee and any "exit taxes", doesn't mean that they have to accept your renouncing. They can simply refuse to accept your renouncing and guess what? You're stuck as a US citizen. The more people leave, the more they'll clamp down. A good example is Australia's travel ban during the plandemic - officially it was for "health" reasons but in recent months, its been revealed that it was to "trap wealth in Australia because too many people were leaving". Ironically, Australia, since "dropping the travel ban" have done exactly what I said they would, they've kept the law they used to close the border (a complete travel ban) but they've expanded the default "exemption" to permit anyone to travel who isn't considered a threat to Australia. Note that "a threat to Australia" specifically includes "large wealth or businesses leaving the country". Basically, if you're well off in Australia, you're trapped unless you want to leave your wealth or business behind and if you do so, you're stuck in the Australian tax net until that wealth and/or business leaves the country or goes to nothing.

Why would any nomad capitalist want it? You can't renounce it, the country is a very socialist country with huge welfare expenditure and they've been talking about citizenship based taxation for a while. Nomad Capitalist has covered Argentina in many previous videos.
