The one thing everyone seems to always mention is "not enough due diligence". I wonder, what else can they do to have more due diligence? All programs require: * Police checks from the countries you've lived in for the last 10yrs (for more than a few months) * Proof of source of funds (AML/KYC - i.e. if its from a bank in a "western country" then its already proven legit, fully taxed and the AML/KYC info is already available due to govt information sharing) * A pointless letter from the bank that says you're a customer (bank references prove nothing if you've never been in overdraft or bankrupt - Australian banks won't issue these unless you've been in overdraft or bankrupt) * Declarations that you're not a criminal They already check law enforcement databases and INTERPOL databases. There's basically nothing else to check. The whole due diligence is basically a process that takes the govt a couple of hours (at the most) to do. All due diligence seems to be is a way for "name brand" countries to bully smaller countries and to justify stalling the whole process for a few months as from the govt side of things isn't anything beyond what I've just mentioned.

As long as the passport is legal and activated (i.e. when scanned it appears as "VALID" & "ACTIVATED" in the passport system) you won't have any issue (unless you are missing some required visa or didn't submit everything they required). Only citizens of a country can hold that countries passport. Sure they issue citizenship under a few categories but its still citizenship at the end of the day - no different to any other program. In modern times the only time anything will be inserted or stamped into a passport is if a country still does physical entry and/or exit stamping (very few still do this) or if you get a visa (almost all visas are still physically installed/stuck/stamped).

@HoDLum those aren't passports, they're known as a Laissez-Passer and are only given to the people you mention. Passports are only issued to citizens. Laissez-Passer don't enable one to travel freely, they actually limit the countries by listing them on a page as only countries that have agreements on Laissez-Passer accept them.
