That will permit residence providing the marriage is legal and legitimate (i.e. not just a way to citizenship) however if the non-EU citizen wants permanent residence (if the specific country permits that), they will still have to pass language, history, culture and integration tests. With the exception of programs like Malta or Portugal, there aren't really any ways to 'cheaply' get into Europe without a bunch of tests and learning.

@ouss966 Horrible advice in most cases as most think that a sham marriage is a quick way to entry. That achieves nothing but a residence permit subject to stringent monitoring to ensure the legitimacy of the marriage (i.e. not just for a way to citizenship). Not all EU countries permit people to remain on residence permits forever if issued on the grounds of marriage. Being forced to citizenship will still require language, history, culture and integration tests. That is a heap of learning and work. Even if the marriage is genuine most people don't bother due to the effort involved and how anti-new citizens governments are. Its literally easier to just spend some time there (long stay visa as spouse of an EU citizen) and then live abroad the rest of the time.
