@jongarratt5383 I remember watching a US show "Motor Mythbusters" - they showed that with the correct tool, one could very easily "correct" the mileage on a modern car. They commented on the process saying "its easier than the old method of winding back a speedometer". I have a feeling that many people might work out how to "correct" their mileage and only have a tiny distance travelled when compared to the previous year. If they try the latter, its never going to work. Even with the current technology and systems, there isn't enough compute to do so in an entire country UNLESS only a mere handful of people are on the roads. There's also the point that its not that hard to make an off-road buggie and just avoid roads entirely.

Except you won't be able to fly. Look at France - unless you're entering the EU or exiting the EU on a long-haul flight, you can't take a flight that could be done with a <3hr train trip. They allow the one internal flight IF it's part of an international booking purely so as to avoid screwing up international flight schedules "waiting on people" and to avoid airlines suing the govt for "penalizing them for leaving late" or for "having to compensate people who missed the flight due to no fault of the individual".

Until they close them all off with "traffic calming" or to "maintain the amenity" like they do in both the UK & Australia. Most 'B' roads are rapidly getting closed off creating dangerous (from an emergency services point of view - one way in, one way out) mazes of residential streets, ultra-low speed limits and some even have "resident only access" enforced by bollards (residents have a remote to open the bollards).
