Hate to break it, but ALL road users are bound by speed limits UNLESS the road is closed for a race. If closed for a race then speed limits do NOT apply. How do I know this? In Australia & Canada people on horses and pushbikes have been fined for speeding. When they went to court to fight it, the courts said that the road rules / highway code was created by the British and applies to ALL road / highway users, no matter the method of transport. This is also why if you ride a horse home drunk, even though the horse can safely take you home, you will be done for drink driving as the horse is legally considered a vehicle, as is a pushbike. Oh and as Canada and Australia haven't made newer laws, the British laws still apply.
