  3. Because ever since YouTube changed the rules for monetization, you now have to watch 90-95% of a video for it to be considered fully watched. Only if its considered fully watched, does the view count increase. This is their way of knowing what content isn't fully watched, so they can remove it as they're basically out of storage space in their datacentres.
