  1. They literally won't become high density apartments - the only way to turn them into housing is to demolish and rebuild as apartment towers. Commercial buildings lack the utilities to be turned into housing and you can't just jackhammer structural parts (floors, ceilings and columns) to add them - such utilities need to be designed into the building.
