  1. Isn't it the average of last 5 years? I thought they would just wait to the baseline to change. Then expectations change and the effects of the weird events become hidden. The same as inflation, when/if it goes to 0 it seems sorted, except it is only sorted when real salaries also inflate the same as real inflation. But I digress...
