  8. Why let people build homes and communities in dangerous places in the first place? Many of these towns are in places that naturally burn, or have been so changed by human activities like logging that fires are far larger and more intense than in historic times. This is just as much about planning as it is about climate change. Counties want property tax dollars, but when the towns flood or burn the fed and the insurance companies (i,e., everyone) picks up the bill. Smart planning can save trillions but nobody wants to hear that.
