Data show Annual totals in California have remained fairly constant over recent decades with a few drought periods - but what is changing is the winter seasons are shorter and the storms more intense. This creates higher risks for erosion and landslides which directly affect re-vegetation. Average temperature is also rising which reduces snowpack storage in the Sierra and reduces moisture held in plant tissue which increases flammability.
