  1. The reason the city did the parking meter deal was that no Alderman would be able to raise the rates and not be voted out of office. In the Loop, the fees went from $2 an hour to $8 an hour, overnight. The deal was still awful, but the city was never going to see the kind of money a private company can get away with. Also, the higher rates mean that you could actually find a spot downtown, because the people who saved $5 running out to feed the meter 4 times a day parked in a garage instead.
