Yes it does. If intelligence means anything than an creature that is able to communicate anything is more intelligent than one that can communicate almost nothing.

That's a completely baseless assertion. How precisely did you figure out that dogs communicate something not only you don't understand, but no one could ever understand? That's some monstrous form of arrogance. I don't think you have ever even thought about what communication or meaning or understanding is.

@Jess38044 That's completely wrong. Anything whatsoever is "intelligent" given the right circumstances and goals. Anything is dumb given sufficiently adverse circumstances. If intelligence is supposed to mean anything then it's reasoning like humans, being able to get your way in our physical world. You'd do much better to simply not speak of intelligence at all. Or to use "intelligence" as a relationship between an agent, a goal, observations and computational resources. Otherwise you're just talking nonsense.

@magellanicspaceclouds No, unless they're severely mentally disabled and unable to to live without constant assistance, every human you meet is vastly more intelligent than the most intelligent elephant. I don't think you have ever even thought about what you MEAN with intelligence. If intelligence is just doing ANYTHING well, then my toaster is more intelligent than you.

My proposal for a tests of animal speech is to have humans solve tasks being assissted by animals that are talking to them. The humans lack information only the animal has. Both are rewarded for their combined performance. This way at least the humans communicating can't deceive themselves.
