  1. In Germany it is illegal to hinder cars or other vehicles in any way when crossing the road, but it's not a crime. It's the same taking someone's right of way or becoming an obstacle in other situations in traffic. So you're only allowed to cross if you're not forcing any vehicle on the street to react to you in any way. Of course all drivers still need to be ready to break in case someone walks onto the road.
