Making "peace" by hastening the end of your empire is hardly an achievement. That's like praising someone for slipping on a banana and losing a race. The Soviet Union was defeated economically and culturally, communism was defeated. And Gorbachev was the leader of the Soviet Union tasked to spread communism. He isn't celebrated by anyone, but the enemies of the Soviet Union outside of Russia.

"Peace" isn't good in itself. He oversaw and hastened the end of the Soviet Union. Of course there is "peace" when one party in a conflict ceases to exist. You have to fail pretty hard as a leader to be celebrated with such enthusiasm by the enemies of your empire.
