Look at the massive fresh water aquifers under Libya. Gaddafi wanted to pump this water up, using solar panels and wind turbines, greening the desert. Once the land is darker with greenery the rain will come. Many say this proposed project was a prime reason why he was taken out - he would be powerful.

The Qattara Depression in Egypt is below sea level. It is a vast area with only about 200 people in it. There have been suggestions to dig a canal to the Mediterranean filling it up creating a large lake with seep sea vessel access. Ports could emerge on its banks. They could create the ports before it fills up making construction easier. It will take many years to fill, so a number of canals may need to be dug. This vast water area will change the climate for sure, with most saying it will increase rain, making the deserts greener. The only problem is that it will be salt water. So, others have suggested diverting the Nile into it. Factoid: In WW2 at El Alemein, the British army had the Qatarra Depression on its left flank and the Med on its right. In front of them was the German army. They had to go right through them head on - through half a million mines as well.
