  2. But is it working? But does everyone benefit? In London they do not. Foreign money buys these apartments for millions of pounds and leaves them empty. In five years the value rises - while they did nothing getting rich in their sleep, not even living in it, not even spending in the local shops pubs and restaurants. They add nothing, but financially take.

  3.  @JoelOman1980  Probably at a smaller scale. London is collection of towns. The City of Westminster is in the centre. It has 13,000 empty properties. Yes, 13,000. The city has a homeless problem.

  4. Land Value Tax will solve it for sure. Land Value Tax at a high rate can reduce punative income tax, or even eliminate it. It eliminates harmful land speculation - you know, that thing that created the 2008 world-wide financial crash. Look up American economist Henry George for a deeper explanation.
