Firstly, Manchester is no Milan or Barcelona. It is a smallish British provincial city not of any real note. I am not insulting Manchester, it is just that way. Manchester has been artificially advanced by government favoritism. The city council constantly big the city up until people go there and are invariably underwhelmed.
Liverpool, the only deep water port on that coast, was snubbed in favour of Manchester. The BBC was taken to Manchester, a political decision, when Liverpool had superior, and attractive, dockside locations for construction. Liverpool could not even tender.
