  3. In the late 1950s/early 1960s, the UK government was greatly disturbed at what they called the "brain drain".  The USA was poaching its top scientist and engineers. The drain was great that the country would be at a great disadvantage. That proved so, until the next generation came along.   The concept of the communications satellite was British and also the counter orbiting satellite meaning a satellite would be over your head permanently. Also the concept of the Shuttle was British. That is why NASA announced the programme in London. The WW2 agreement of technology exchange was still in force (mainly one way UK to USA), hence why the USA was involved in the first UK satellite.
