  1. Britain and the USA thought the Germans would defeat the USSR. Their knowledge of Soviet forces was even less than Germany's.

  2. If the French and British launched air attacks on Soviet oil wells from the Middle East the USSR had no way of attacking France and Britain directly. They may have been able to launch some small air attacks of the Middle East, not much else.
