Barrages are expensive but have other benefits besides tide power, like: -Forming bridges; -Forming a tunnel at the base of the barrage; -Pretty well constant locked-in water levels for ships docking; -Acting as flood protection; -Access to the enclosed near constant level water 24/7; -No waiting for tides for ships to enter port; -The barrage being a mountings for wind turbines; -Flood protection; A barrage was considered for the River Mersey at Liverpool, between New Brighton and Bootle (I believe still being considered). One suggestion was a road on top with a tunnel for the Merseyrail metro network built into its base. The whole river estuary would be locked in with a series of entrance locks used 24/7, rather than having to wait for high tide to enter the existing enclosed, locked, multiple dock systems in the estuary. The expensive cost of maintaining the existing locks in the multiple dock systems in the river would be eliminated. The barrage would also act as flood protection. Something like the proposed multiple use Mersey barrage then would a very cost effective project.
