  1. Look at London and Tokyo on Google maps. The difference is startling. London is full of large greens spaces (parks) which naturally act as sponges. That is the way to design cities. The parks are essential leisure spaces. London's problem is tidal flooding from the sea, not rainwater. Liverpool has a large interconnected dock system with locks, that may act as retention ponds for very high tides that may flood parts of the city. Or just dam in the River Mersey estuary, which is a proposal working with the Koreans.
