  1. The failure to understand and implement Land Value Tax on all land, lowering or eliminating income tax, as most HMG revenue would come via LVT, and relax planning laws was the problem. Still is. LVT rewards the productive and eliminates harmful land speculation. LVT encourages highly efficient use of land, as LVT is due on even empty plots, only due on the value of the land, not capital (the bricks). LVT is easy and cheap to collect as land's location is known to the inch. Land cannot be taken offshore to hide. LVT is due on the landowner only - a tenant does pay LVT. This encourages land distribution - most UK land is owned by a few people.
